Confidentiality of Social Security Numbers

Policy: Beginning in 2007, the Information Technology Division at the University of Nevada, Reno will only use Employee ID (a number assigned by Human Resources) and date of birth (DOB) or Student R-number and DOB to activate and support NetID and email accounts.

Reason: The 2005 legislature enacted NRS 239B.030, which pertains to the confidentiality of social security numbers. It is effective January 1, 2007. The statute restricts the recording of social security numbers by governmental agencies to purposes that carry out a specific state or federal law or for the administration of a public program or an application for a federal or state grant.

Social security numbers are considered confidential personal financial information. It is the policy of the University to keep the number of individuals having access to social security number information to a minimum.

Resolution: The University Administrative Manual is being updated to reflect this new requirement and will include more detail, listing departments that are required and authorized to collect social security numbers for compliance with state or federal laws or for the administration of a public program or an application for a federal or state grant.

All other departments have been mandated to discontinue databases or retention of files containing social security numbers. Further, any forms, including online forms, are being reviewed to remove the request for a social security number.
